Regardless of whether someone has a job or not they are still paying some form of taxes. Every time they buy something from a store part of the money they use is going to taxes because everything has some tax added to it. Also, not everyone who uses some form of welfare is unemployed. People who have jobs can get welfare if their job doesn't pay enough.
